the problem is that the people HAD faith that they were paying massive taxes in exchange for basic services - up until the 80s police and fire budgets were about even - there were more cops, but firemen got paid more because their jobs are dangerous - now police budgets are double and triple fire budgets - in l.a. fire is 6% of the budget and police are 15% of the budget ..
