Just imagine when you come to rebuild your burnt out Californian home you get told that you have to get planning permission and even if you were to have built an exact replica of the house you lost youll get told that it wouldnt obey the current regulations because it was built some 20 years ago and then youll need an evironmental impact study then a biodiversity study and the estimated time to achieve all the necessary statutory approvals will take maybe 20 years
