From the press release, the FBI stated that at least some of the people they thought might be suspects previously had just been looking in the two IED coolers after he placed them. The FBI said other people noticed the coolers too and kept going. I cant comprehend how no one reported them as suspicious. Considering they had been out there in advance, the whole area could have been evacuated if someone just said something to one of the many cops already on Bourbon. It just blows my mind that no one said anything! Granted, I know I dont have all of the information.
