For throwing stones... From high places onto cars driving on highways which causes multiple accidents every year and has caused deaths. In ANY country if teenagers repeatedly for years threw stones at cars on a fast highway damaging cars and injuring people... Any country would arrest them. Its even worse that they were taught to do this by their parents and teachers from pre-school
