Storm didnt cause this.. 100 year old facility didnt cause this. Lack of updates and neglect of maintenance caused this. Little bit of snow and slightly below freezing temperatures shouldnt have shut the city down. But I dont know, I didnt get a social work degree from Phoenix University.
